DCHFA Finances the Rehabilitation of 122 Affordable Units in Columbia Heights

Washington, D.C., Sept. 09, 2026 (GLOBE NEWSWIRE) — On August 18, 2026, the District of Columbia Housing Finance Agency (DCHFA) issued $23.3 million in tax exempt bonds and underwrote $32.7 million in federal Low Income Housing Tax Credits (LIHTCs) for the substantial rehabilitation of 122 apartment homes in Trinity Towers.

Developed by Standard Communities and Housing for All, Inc, the $82 million project will modernize and preserve 29 studios, 44 one-bedroom, and 49 two-bedroom units that will be restricted to residents earning 30%, 50%, and 60% Area Median Income (AMI) or less.
In-unit improvements include new finishes, flooring, lighting, windows, and fully modernized kitchens and bathrooms with energy-efficient fixtures and appliances, as well as the conversion of seven units to Uniform Federal Accessibility Standards (UFAS) standards. Community area improvements consist of a reconfigured leasing office, upgraded community room, new fitness and business centers, enhanced playground amenities, and the addition of Teladoc telemedicine services for residents. Building systems and exterior improvements include façade repairs, security and accessibility enhancements, modernization of fire and life safety systems, elevator and signage upgrades, and installation of a rooftop solar system to improve sustainability and energy efficiency.
Residents at Trinity Towers will have access to onsite community-building events and programming designed to promote resident engagement, foster community connections, and address resident interests and needs. The complex is near the Columbia Heights Community Center, a multigenerational recreation center offering a boxing gym, dance studio, arts and crafts room, recording studio, fitness room, computer lab, multipurpose room, a full gymnasium, playground, and community garden.
Through its Multifamily Lending and Neighborhood Investment and Capital Markets divisions, DCHFA issues tax-exempt mortgage revenue bonds to lower the developers’ costs of acquiring, constructing, and rehabilitating rental housing. The Agency offers private for-profit and non-profit developers low-cost predevelopment, construction and permanent financing that supports the new construction, acquisition, and rehabilitation of affordable rental housing in the District.
